We understand that amendments to the Neighbourhood Planning Bill are emerging.

One of the most significant is certain to add yet a further layer of risk to a developers planning application programme. It is proposed that the bill be altered to include a requirement for local planning authorities to consult neighbourhood planning bodies on decisions to grant planning permission. The concern is that Neighbourhood Planning bodies may be less likely to accept evidenced justification for a departure to the policies and proposals contained in a Neighbourhood Development Plan than a local planning authority.

We have found that in most cases local neighbourhood planning bodies are very focused on making strident objections to development proposals that even with good reason depart from the norm of an adopted Neighbourhood Plan policy.
